Databases over Flat Files?

I'm not certain if the server is running off of flat files instead of mysql databases. I know it has a potential to reduce server lag (as I've seen quite a bit of it).

Pretty sure its not latency issues

We actually have someone that is making an all in one plugin so its all sql, because majority of it is flatfile
